The State Cabinet met at PragathiBhavan under the Chairmanship of Chief Minister Sri K Chandrashekhar Rao. The meeting was held for 9 hours, discussed in detail about several issues and took the decisions.
Telangana Government Unlock Guidelines
The state cabinet has decided to extend the lockdown in the State for another ten days. The Cabinet also decided to give relaxation from 6 am to 5 PM during the lock down and give one-hour grace period till 6 PM for people to reach home. It is also decided to enforce strict lockdown from 6 PM to 6 AM and accordingly the Cabinet instructed the police. In view of Corona not under control in Satthupalli, Madhira, Nalgonda, NagarjunaSagar, Munugode, Devarakonda, Miryalguda Assembly segments, the cabinet decided to extend the existing lockdown.
The Cabinet also decided to sanction 4, 46, 169 pending ration card applications. The Cabinet instructed the officials concerned to issue the ration cards within 15 days.
Officials from the Medical and Health department on the instructions of the last State Cabinet have toured Satthupalli, Madhira, Nalgonda, NagarjunaSagar, Devarakonda, Munugode and Miryalguda Assembly constituencies and recommended to the state Cabinet that Corona is not yet under control in these Assembly segments and wanted another ten days extension of the lockdown with the existing curbs. Based on their recommendations, the Cabinet has decided to extend the lockdown with relaxation timings from 6 AM to 1 PM and another hour till 2 PM as grace period.
The Cabinet had an in-depth review on the Monsoon cultivation and the readiness of the agriculture department. The Cabinet hailed the increase in cultivation under the Kaleswaram and other irrigation projects jurisdiction. The Cabinet expressed happiness over 3 Crore Tonnes of Paddy produced in 1, 06, 03, 927 acres in the last Monsoon and summer seasons. The Cabinet has congratulated Agriculture Minster Sri Niranjan Reddy, officials from the agriculture department for their efforts in getting this result.
The Cabinet also instructed the officials that AEOs in 2601 Clusters should be available with RythuVedikas as Centres to farmers to give them advice and suggestions on the crops. The Cabinet also instructed them to make the farmers ready for the Monsoon cultivation. The Cabinet also congratulated Minister for Fisheries and Animal Husbandry Sri Srinivas Yadav, officials and staff for their efforts in encouraging the sheep rearing and fish culture.
The Cabinet has taken a decision to constitute a Sub Committee to deal with Ration dealers’ commission, other issues, issues in the public distribution system. Civil Supplies Minister Sri GangulaKamalakar will be the Chairman and Ministers Sri T Harish Rao, Sri T Srinivas Yadav, MsSabitaIndra Reddy, and Sri Indrakaran Reddy would be the members.
The Cabinet gave permission to have Telangana Special Food Processing Zones in the old nine districts except for Hyderabad. The Cabinet instructed the officials to set up Rice Mills and other Food process industries in not less than 250 acres.
Chief Minister Sri K Chandrashekhar Rao has said that so far 84 Lakh tonnes of Paddy is procured and instructed Chief secretary Sri Somesh Kumar and the district Collectors to complete the procurement of the remaining Paddy immediately.
The State cabinet has decided to appoint a sub committee to review the situation in government hospitals, staff and other infrastructure facilities. Finance Minister T Harish Rao would be the Chairman of the Committee and other members include, Ministers Sri Jagadeeshwar Reddy, Sri Srinivas Yadav, Sri VemulaPrashanth Reddy, Sri Srinivas Goud, MsSabitaIndra Reddy, and MsSatyavathiRathod as members. The Cabinet has asked the Sub Committee to tour Kerala, Tamil Nadu states where better medical treatment is given as well as Sri Lanka, to study the situation and submit a report.
The state cabinet has decided to construct 100-bedded hospitals in Satthupalli and Madhira and the existing hospitals to be converted into mother and childcare centres.
The cabinet also decided to upgrade 50-bedded mother and childcare centre in Suryapet to 100-bedded hospital.
The Cabinet also decided to set up boarding centres in all the government hospitals for the attendants of the patients.
The Cabinet has instructed the Medical and Health department to take measures on this immediately.
The Cabinet decided to conduct a pilot project on Telangana health profile in Mulugu, Sircilla districts.
It has also decided to launch medical diagnostic Centre in 19 districts from tomorrow and also in other districts.
The Cabinet decided to have the diagnostic tests for ECG, Digital X Ray, Ultra Sound, 2 D Echo as well as Mammogram for the detection of women for Cancer.
The cabinet has decided to have testing centres in Hyderabad, Warangal and Siddipet for allergy treatment.
The cabinet has decided to increase the dialysis units in the state following spurt in the cases and to set up new dialysis centres in the State.
The Cabinet has decided to set up Chemotherapy units in the district centres with all the facilities.
The Cabinet also decided to upgrade all the blood banks and set up new ones if need be.
The cabinet has instructed the medical and health department to appoint the require staff to create better facilities for Orthopedic, neurology and other specialties.
The Cabinet has decided to have a super specialty hospital in the premises of the present Jail in Warangal and to offer all the super specialty care.
The cabinet has decided to appoint candidates who did Masters in Hospital Administration for the hospital administration in the State.
The Cabinet instructed the medical and health department to make available courses like Nursing, Midwifery, Lab technician, Radiology and dialysis technical courses in the government medical colleges.
The cabinet has decided to strengthen mother and child related medical services in the State. The Cabinet felt that mother and child should be given treatment away from the general patients and they be housed separately in special buildings.
The Cabinet has instructed to construct special blocks in this regard.
The Cabinet stated that in these special enclosures’ Maternal ICUs and SNCU for the newborns should be created.
The cabinet decided to provide a special nutritious Kit to Pregnant women from three months of their pregnancy.
The Cabinet instructed the officials to be prepared with required medicines and treatment in the wake of reports that a third wave of Corona may hit the State.
The Revenue department informed the State cabinet that there is no question of any agriculture lands settlement as the new Revenue Act-2020, 99 per cent of agriculture lands have been registered in Dharani without any problem. The revenue department also explained to the cabinet that with the Digital mapping, the lands under the ownership of farmers, the physical boundaries, the Tippon maps on papers would be digitalized and even if the physical boundary stones are disturbed, the measurements on papers are torn, the farmers Patta lands would be intact with the digital maps without an inch difference. The cabinet has approved the state government’s decision to undertake a digital survey of al the agricultural lands in the state, fixed their coordinates. It also approved conducting a pilot survey in three villages in the old combined 9 districts, i.e., 27 villages.
The State Cabinet has also approved the statement given by the CM in Legislative Assembly announcing 30 per cent PRC to Government employees, Contract, out sourcing employees and pensioners in the state (Total 9,21,037).
The Cabinet has decided to pay the hiked salaries from June. It has decided to implement a notional benefit from 1.7. 2018, a Monitory benefit from 1.4.2020, and the cash benefit from 1.4.2021.
The Cabinet has instructed the officials concerned to issue orders in this regard.
The Cabinet has decided to pay the arrears from 1.4.2020 to 31. 5.2021 to pensioners in 36 installments.
The Cabinet has decided to sanction 180 Maternity leave to KGBV Contract employees and decided to lift the limit on the HRA.
